Air districts

Air district notification
The notice filed with the local air district before a demolition and before larger asbestos removals. In the South Coast district, under Rule 1403, it is due 10 working days before work starts. Asbestos removal, performed by a Cal/OSHA, DOSH-registered subcontractor
Antelope Valley AQMD
The air district for the northern desert part of Los Angeles County, including Lancaster and Palmdale. It runs its own asbestos and dust rules and notifications.
Mojave Desert AQMD
The air district for the high desert, including Victorville, Barstow, Twentynine Palms and Yucca Valley. Demolition and asbestos notices there go to this district, not South Coast.
San Diego County APCD Rule 1206
San Diego County’s asbestos rule for demolition and renovation, with its own survey, notification and work practice requirements.
South Coast AQMD (SCAQMD)
The air district for all of Orange County and the urban parts of Los Angeles, Riverside and San Bernardino counties. Its rules cover asbestos notification, construction dust, VOC-contaminated soil and portable equipment.
Ventura County APCD
The Ventura County Air Pollution Control District, which handles asbestos notifications and dust rules for projects in Ventura County.

SCAQMD Rule 1403 procedures

Adequately wet
Asbestos material soaked enough that no visible dust comes off when it is cut, handled or bagged.
Emergency and ordered demolition
Demolition of a building that is structurally unsafe, or ordered down by a government agency. The rule allows a shortened notification timeline, but the debris is still kept wet and handled as asbestos waste unless a survey shows otherwise.
No visible emissions
The Rule 1403 standard that asbestos work release no visible dust to the outside air.
Notification revision
An update to a filed Rule 1403 notification when the start date, quantities, procedure or contractor changes. Work can’t start earlier than the notice on file allows.
Procedure 1 (HEPA negative air)
The standard Rule 1403 method for friable asbestos: the work area is sealed in plastic, kept under negative pressure with HEPA air machines, and the material is kept wet during removal. Asbestos abatement by our Cal/OSHA, DOSH-registered subcontractor
Procedure 2 (glove bag)
The Rule 1403 method for small-scale, short-duration jobs, such as a section of pipe insulation, removed inside a sealed glove bag or a mini-enclosure instead of a full containment.
Procedure 3 (adequate wetting, nonfriable)
The Rule 1403 method for nonfriable asbestos material, such as floor tile and mastic, removed while kept wet, using hand tools that don’t grind or pulverize it.
Procedure 4 (dry removal)
Removal without wetting, allowed only with the air district’s written approval when water would damage equipment or create a hazard, such as near live electrical gear.
Procedure 5 (approved alternative plan)
A job-specific removal plan written by a certified asbestos consultant and approved by the air district before work starts. It is used when Procedures 1 to 4 don’t fit, including cleanup after asbestos has been disturbed outside containment. It is not required on every job.
Renovation vs. demolition (Rule 1403)
Demolition means removing any load-supporting structural member, and every demolition needs an air district notification, even with no asbestos found. Renovation is any other alteration, and needs notification when 100 square feet or more of asbestos material will be disturbed. Asbestos removal, performed by a Cal/OSHA, DOSH-registered subcontractor
SCAQMD Rule 1403
The South Coast Air Quality Management District rule on asbestos in demolition and renovation. It requires an asbestos survey before work, notice to the district (10 working days ahead for a demolition), and set practices for removal, handling and disposal. Asbestos abatement by our Cal/OSHA, DOSH-registered subcontractor
Waste shipment record
The form that tracks asbestos waste from the job site to the landfill, signed by the generator, the hauler and the landfill. It is used for asbestos waste not shipped on a hazardous waste manifest.

Other SCAQMD rules for construction and demolition

Dust control supervisor
The person on site responsible for dust controls, trained through South Coast AQMD’s dust control class. Large operations under Rule 403 and sites under Rule 1466 must have one.
Organic vapor analyzer (OVA / PID)
A handheld meter that reads organic vapors coming off soil. Under Rule 1166, its readings sort excavated soil into clean and VOC-contaminated piles.
PM10 monitoring
Measuring airborne dust particles 10 microns and smaller with real-time monitors at the edge of a site, to prove dust controls are working.
Rule 1113 (architectural coatings)
The South Coast AQMD rule limiting volatile organic compounds in paints, primers, sealers and waterproofing coatings sold or applied in the district.
Rule 1150 (excavation of landfill sites)
The South Coast AQMD rule that requires an approved excavation plan before digging into an active or closed landfill, to control landfill gas and odors.
Rule 1166 (VOC-contaminated soil)
The South Coast AQMD rule for excavating soil that holds gasoline, diesel, solvents or other volatile organic compounds, including during tank and piping removal. Soil reading 50 ppm or more on a calibrated vapor meter is VOC-contaminated, and work needs an approved mitigation plan. Soil contamination and tank removal service
Rule 1168 (adhesives and sealants)
The South Coast AQMD rule limiting volatile organic compounds in adhesives, sealants and primers, including flooring adhesives and mastic removers.
Rule 1466 (soils with toxic air contaminants)
The South Coast AQMD rule for earth-moving in soil with listed toxic contaminants, such as heavy metals. It requires notice 72 hours to 30 days before work, perimeter dust monitors, dust controls, signs and records. Jobs moving less than 50 cubic yards of that soil are excluded. Tank removal and contaminated soil work
Rule 401 (visible emissions)
The South Coast AQMD rule limiting how dark or dense visible smoke and dust from a source may be.
Rule 402 (nuisance)
The South Coast AQMD rule that bans air emissions, including dust and odors, that harm or annoy a considerable number of people. Neighbor complaints about a demolition or grading site are often handled under it.
Rule 403 large operation notification (Form 403N)
The notice South Coast AQMD requires from sites that disturb 50 acres or more, or move 5,000 cubic yards a day on three days in a year. These sites follow added dust controls and keep a trained dust control supervisor on site.
SCAQMD Rule 403
The South Coast AQMD fugitive dust rule. Every construction, demolition or grading site must keep visible dust from crossing the property line, with measures such as watering, covered loads and track-out control. Large sites (50 acres or more, or moving 5,000 cubic yards a day on three days in a year) have added requirements. Site preparation service
Site-specific mitigation plan
A Rule 1166 plan for one location, used for excavations over 2,000 cubic yards or work the Various Locations plan doesn’t cover.
Track-out
Dirt and mud that vehicles carry from a site onto paved public roads. Rule 403 requires controls at site exits, such as rumble plates or a rock pad, and prompt cleanup of any track-out. Our site preparation work
Various Locations mitigation plan
A Rule 1166 plan for contractors who do smaller excavations at many sites, such as tank and piping removals under 2,000 cubic yards. It is renewed yearly and can’t be used within 1,000 feet of a school.

California Air Resources Board (CARB)

Certificate of Reported Compliance (CRC)
CARB’s certificate showing a fleet is reported and compliant under the Off-Road Diesel Regulation. Since 2024, prime contractors and public agencies must get a valid one before hiring a fleet.
Clean Truck Check
CARB’s heavy-duty truck inspection program. Diesel trucks over 14,000 pounds operating in California must pass periodic emissions tests to stay compliant and registered.
Idling limit
CARB limits idling of diesel construction equipment and trucks to 5 minutes, with exceptions for work operations.
Off-Road Diesel Regulation (DOORS)
CARB’s rule for diesel construction equipment of 25 horsepower or more. Fleets report their equipment in CARB’s DOORS system, label each machine with an equipment number and meet emission targets.
Portable Equipment Registration Program (PERP)
CARB’s statewide registration for portable engines and equipment, such as crushers, screens and generators. Registered equipment can work in any air district without a local permit.

Air district rules for demolition and earthwork

Who’s involved

Demolition, grading and abatement contractors, owners and developers, environmental consultants, and anyone filing notifications with an air district.

What the work involves

These terms cover the air districts in our service area, SCAQMD Rule 1403 asbestos notifications and removal procedures, the dust, soil and coating rules for construction, and the California Air Resources Board’s rules for diesel equipment and trucks.

Why it matters

Air district notifications have fixed lead times, and missing one can push a start date or bring a notice of violation. Dust and soil rules apply on every job, and CARB fleet compliance is checked by agencies and prime contractors before they hire.

Where it applies in Southern California

South Coast AQMD covers Orange County and the urban parts of Los Angeles, Riverside and San Bernardino counties. Ventura County, San Diego County, the Antelope Valley and the high desert each have their own air district and rules.
