Planning
Work was sequenced around campus operations, nearby public activity, utilities, access, material-removal routes, and grading requirements. When required, independent consultants, engineers, testing agencies, inspectors, and authorities remained responsible for their respective designs, evaluations, tests, inspections, permits, and approvals.
