Asbestos Surveys Before Demolition or Renovation
A defensible project scope starts with an appropriate asbestos survey performed by a qualified independent professional—not an assumption based on age, appearance or limited sampling.

Spot the survey and scope gaps
Can you find six conditions that deserve a closer look before demolition personnel enter the work area?

Reveal the six planning cues
- Layered flooring
Tile, sheet flooring, underlayment and adhesive can represent different materials requiring separate evaluation.
- Damaged suspect insulation
Disturbed or deteriorated suspect material changes access, sampling and control considerations.
- Open controlled-area entry
Isolation is effective only when access points are properly managed.
- Unclassified debris
Waste packaging and handling depend on the confirmed material and applicable requirements.
- Different ceiling patch
A visibly different patch may be a separate homogeneous material.
- Premature crew entry
Demolition personnel should remain outside the controlled area until entry is authorized.

Fun facts
Three details worth remembering
- Appearance is not analysis
Color, age and texture may make a material suspect, but representative sampling and laboratory analysis are used to determine asbestos content.
- Building age is not a survey
Later construction can contain older stock, imported products, replacement materials or assemblies that were never previously evaluated.
- Rule 1403 uses working days
For covered demolition or renovation activity, the rule generally requires notification no later than 10 working days before work begins, subject to its stated exceptions and special procedures.
Read the detailed planning guidanceConcise, source-grounded project considerations
Match the survey to the disturbance
Survey coverage should follow the work actually planned. Entire-structure demolition generally requires an evaluation of the facility, while a renovation survey must adequately address every material and area that may be disturbed. Limited sampling should not be treated as proof that untested or concealed materials are absent.
Keep testing independent
SoCal Removal does not perform environmental testing in-house. Owners should retain an appropriately qualified independent asbestos consultant and accredited laboratory. The resulting report should clearly identify inspected areas, homogeneous materials, sample locations, analytical results, quantities, condition, limitations and consultant credentials.
Resolve gaps before mobilization
Missing layers, inaccessible spaces, vague quantities, incomplete roof or wall assemblies, and a mismatch between the survey and demolition drawings can create stop-work and change-order conditions. These gaps should be resolved before pricing is finalized or regulated material is disturbed.
Build notifications into the schedule
SCAQMD Rule 1403 contains notification and waiting-period requirements for covered demolition and renovation activities, including a 10-working-day notification provision in applicable circumstances. Emergency, ordered-demolition and other special procedures have separate requirements. The project-specific path should be confirmed before committing to a start date.
Treat changed conditions as a new decision point
If suspect material, additional quantities or a concealed layer is discovered, stop and stabilize the affected work when required, document the condition, obtain an appropriate evaluation, determine whether notifications or controls must change, and preserve schedule and change-order rights before proceeding.
