Demolition in Dana Point

In Dana Point we demolish and strip condos, townhomes and coastal homes, including lots near the bluffs, where the city’s demolition handout adds Coastal Commission and Bluff Top Development Standards. The permit also waits on disconnect letters from SDG&E, the Gas Company and South Coast Water District, so we request them as soon as the contract is signed.

Our crews work daylight hours, inside Dana Point’s allowed construction hours. When a store, office, campus or care facility needs to stay open, we offer after-hours and phased work where the city allows it.

What a demolition permit in Dana Point requires

Demolition permits are issued by Building & Safety in Community Development at 33282 Golden Lantern. The city’s demolition handout B006 requires:

  • Disconnect letters from SDG&E for electric and the Gas Company for gas, capped at the property line
  • A letter from South Coast Water District showing the water meter removed or locked out, and the sewer lateral capped at the property line for city inspection
  • The South Coast AQMD receipt showing the demolition date
  • A construction and demolition recycling application
  • A site plan showing BMPs and a Water Quality Plan
  • A transportation or encroachment permit application
  • The Assessor’s description of the structure, used for fee credits

Depending on the site, approvals may also be needed from Planning, Public Works, the water district, the Orange County Fire Authority and the county health department. For recycling, the city requires 75% of debris to be diverted and collects a security deposit of $1.00 per square foot per floor of work area plus a 2% non-refundable fee, and debris must go to a city-certified facility; taking it anywhere else forfeits the deposit (city C&D application).

Construction work is not allowed between 8 p.m. and 7 a.m. or on Sundays (DPMC 11.10.014).

Permit rules on this page were checked against city sources in October 2026 and are re-checked every six months.

Coastal and bluff-top rules in Dana Point

Dana Point issues its own coastal development permits, while the Coastal Commission keeps tidelands and other retained areas. Between the sea and the first public road, or within 300 feet of the beach, work that removes more than half of a building’s exterior walls is not exempt from a coastal permit (DPMC Chapter 9.69). The city’s demolition handout also notes that demolitions are subject to Coastal Commission and Bluff Top Development Standards. We confirm the coastal path for the parcel before scheduling.

South Coast Water District provides water and sewer for most of the city, and Moulton Niguel Water District serves part of it (MNWD service area).

Site preparation in Dana Point

After demolition we remove footings, slabs and hardscape, then clear and rough grade the lot. Dana Point’s rules for site work are specific:

  • Pool removal. A building permit is required. The city’s pool demolition handout calls for removing the bottom or punching at least six evenly spaced holes, shown on a site plan, and removing the coping at least 18 inches below grade. Backfill is sand, soil compacted to 90% or gravel, or as a soils report specifies. A compaction report is required if the area will be built on, and without one the city adds a restriction to the site record. Removing the whole shell with more than 25 cubic yards of fill needs a separate grading permit (city handouts).
  • Cal/OSHA on pool removals. When the pool shell comes out and the hole is 5 feet or deeper, it is an excavation under Cal/OSHA, and the contractor needs a Cal/OSHA Trench/Excavation permit, permit type T1 on the Cal/OSHA application, before anyone goes in (8 CCR 341, Cal/OSHA form 41-1). We pull a T1 project permit for the job and designate a competent person for each project, as the permit requires. Excavations 5 feet or deeper must be sloped, benched or shored unless they are entirely in stable rock (8 CCR 1541.1), and a competent person inspects the excavation daily and after every rain. We keep broken concrete and spoil at least 2 feet from the edge, provide a ladder or ramp within 25 feet of travel, barricade the open pit and keep crews out of standing water (8 CCR 1541), and we call DigAlert at least two working days before digging (CSLB). Breaking the shell with jackhammers falls under Cal/OSHA’s silica standard, so we use water at the point of impact or shrouded dust collection under a written exposure control plan (8 CCR 1532.3).
  • Grading. A grading permit is needed for work over 25 cubic yards and more than 1 foot deep (city grading permit page). In the rainy season, grading over 200 cubic yards needs an approved erosion-control system (DPMC 8.01.380).
  • Hauling. Under the grading code, loading and hauling run 9 a.m. to 3 p.m. unless the Director approves otherwise, on a Director-approved haul route (DPMC 8.01.280). Work in the street needs a Public Works encroachment permit, and CR&R is the franchise hauler for roll-off bins.

On every Dana Point site we control dust under South Coast AQMD Rule 403: water on the work, no visible dust past the property line and track-out cleaned up daily. More on site preparation, concrete removal, grading and utility locating.

Abatement in Dana Point

Abatement means removing what makes a property unsafe, unpermitted or unusable. Owners usually call us after a city notice of violation, before a sale, or before a rebuild.

  • Unpermitted additions and structures: enclosed patios, garage conversions, sheds and rooms built without permits, removed under a demolition permit so the property matches its approved plans again.
  • Damaged and unsafe buildings: fire-, storm- or impact-damaged structures secured with board-up and fencing, then taken down.
  • Rubbish and abandoned items: junk, debris piles, old appliances and leftover building materials loaded, hauled and recycled.
  • Hazardous substances: under our CSLB HAZ certification we remove contaminated soil and abandoned fuel and holding tanks.
  • Brush and old pools: weeds and brush cut for fire clearance, and unused pools removed by the method the city requires.

Asbestos abatement before demolition in Dana Point

About 57.5% of Dana Point homes were built in 1979 or earlier (SCAG housing data), and older condos and homes often have lead-glazed tile and lead paint as well as asbestos. In Lantern Village we arranged lead-related tile and wall removal, about 800 square feet of tile and 400 square feet of wall, with a qualified abatement subcontractor.

In Dana Point condos and homes the abatement work most often covers popcorn ceilings, floor tile and mastic, drywall joint compound, and lead-glazed tile in kitchens and baths.

Every job starts with a survey by an independent Certified Asbestos Consultant and accredited-lab results. You can hire the consultant directly, or we bring one in and include the fee in our estimate. When the survey finds asbestos, a separately licensed asbestos abatement contractor registered with Cal/OSHA (DOSH) removes it under subcontract to SoCal Removal, following Cal/OSHA’s asbestos standard (8 CCR 1529) and South Coast AQMD Rule 1403: the work area contained, the material kept wet, and the waste bagged, labeled and hauled under a manifest. An independent consultant can run clearance air samples before the area is reopened, and we schedule the demolition around that work.

Every demolition in the South Coast air district, including Dana Point, needs the asbestos survey and an AQMD notification 10 working days before work starts, even when no asbestos is found (Rule 1403). For lead, SoCal Removal is an EPA RRP lead-certified firm and removes lead-based paint, lead-glazed tile and coated components as part of renovation and demolition, using lead-safe work practices. When a project calls for lead abatement under California rules, that work is done by certified lead workers with the required controls, notifications and medical monitoring; our pollution coverage is listed on our qualifications page. See asbestos abatement, lead removal and testing prices.

Disaster recovery in Dana Point

Dana Point’s biggest risks are the coast and its slopes. The city’s Safety Element maps the highest landslide susceptibility along the coast north of the harbor and along Del Obispo, Doheny Park Road and Coast Highway, and notes that San Juan Creek’s channel cannot carry a 100-year storm (Public Safety Element). In February 2024 a bluff below Scenic Drive slid after heavy rain (Spectrum News). In September 2026, surf from Hurricane Marie damaged homes along Beach Road in Capistrano Beach. The city declared a local emergency, 10 homes were red-tagged and 7 yellow-tagged (FOX 11), and the city worked with the Coastal Commission to expedite the demolition of one home so boulders could be placed (OC Supervisor Foley).

After a fire, flood, landslide or vehicle impact, we secure the property first with board-up and temporary fencing. Then we remove damaged materials and debris and, once the owner, insurer and city agree on the scope, demolish what can’t be saved and clear the site for the rebuild. For a damaged coastal home, that can mean removing debris, demolishing what the city has condemned and clearing the lot for the rebuild.

Emergency coastal permits for urgent work are limited to the minimum work needed (Public Resources Code 30624), and a structure destroyed by a disaster can be replaced without a coastal permit if it keeps the same use and location and grows no more than 10% (DPMC 9.27.030). After a disaster, inspectors may post a green Inspected, yellow Restricted Use or red Unsafe placard; only the building department can remove one, and a red placard is not a demolition order (Cal OES). Asbestos rules still apply after a disaster: South Coast AQMD requires an approved Procedure 5 plan before fire- or storm-damaged asbestos material is cleaned up, and when a government agency orders a dangerous building demolished, the notice is filed as an ordered demolition without the usual 10-working-day wait (AQMD Rule 1403 FAQ). Homeowner policies often include debris-removal coverage on top of the dwelling limit, commonly an extra 5% of Coverage A, so ask your adjuster (California Department of Insurance).

Dana Point demolition and abatement questions

What utility letters does Dana Point need before demolition?

Disconnect letters from SDG&E and the Gas Company, and a South Coast Water District letter showing the water meter removed or locked out and the sewer lateral capped at the property line.

Does a Dana Point demolition need a coastal permit?

Often, near the water. Between the sea and the first public road, or within 300 feet of the beach, removing more than half of the exterior walls is not exempt. Bluff-top lots have added standards.

Where does demolition debris go in Dana Point?

To a city-certified construction and demolition facility. The city holds a security deposit, and taking debris elsewhere forfeits it.

What does Dana Point require to remove a pool?

A building permit, with the bottom removed or at least six holes punched, the coping removed 18 inches below grade, and approved backfill. A compaction report is needed if you will build over it; without one, the city adds a restriction to the site record.

Can you demolish a storm-damaged coastal home in Dana Point?

Yes. We secure the site, remove debris and demolish what the city has red-tagged once the permits or emergency approvals are in place, then clear the lot for the rebuild.

Do you remove lead tile in Dana Point condos?

Yes. In Lantern Village we arranged about 800 square feet of lead-related tile removal and 400 square feet of wall removal with a qualified abatement subcontractor.
