Demolition in Laguna Beach
Laguna Beach demolition is shaped by hillsides and narrow streets. The city requires a Construction Staging Plan and Affidavit with neighbor notification before the permit, work runs weekdays only, and several streets carry truck weight limits; deliveries to a permitted demolition or construction site are exempt (LBMC 10.12). We size trucks and bins to the street and plan the haul-off before we price the job.
- House demolition: hillside and coastal homes, slab left or to dirt
- Selective demolition: garage ADU conversions and remodels that keep the framing
- Interior demolition: kitchens, baths and whole-unit strip-outs
- Exterior demolition: decks, patios, stairs and garden walls
- Pool removal: partial or full removal, utilities capped, backfill compacted in lifts
- Demolition and site clearing: structures, slabs and paving out, lots cleared and fenced
Our crews work daylight hours, inside Laguna Beach’s weekday construction window. After-hours work is available where the city approves it.
What a demolition permit in Laguna Beach requires
Demolition permits are issued by the Building Division of Community Development, and the Rule 1403 notification confirmation must be submitted to the city before a permit is issued (city demolition handout). The city’s pre-issuance checklist includes:
- South Coast AQMD demolition and asbestos receipts
- Gas and electric meters removed
- An approved Green Halo recycling plan and construction deposit
- A sewer lateral video and fee
- A Construction Staging Plan and Affidavit, with neighbor notification
- A pre-grade meeting
A demolition carries a $55 administrative fee and a $1,000 refundable recycling deposit unless the debris goes in the city’s franchise roll-off bins, which exempts the project from the recycling plan and deposit; either way, at least 50% must be diverted (LBMC 7.19). Self-hauled debris goes to a facility listed in Green Halo, and the final report is due within 60 days of the permit final or the deposit may be forfeited (city C&D recycling page).
Demolishing a historic resource also requires a notice published in a local newspaper once a month for two months (LBMC 25.45.014).
Permit rules on this page were checked against city sources in October 2026 and are re-checked every six months.
Coastal, historic and work-hour rules in Laguna Beach
All of Laguna Beach except Sycamore Hills is in the coastal zone, and the city code counts demolition as development (LBMC 25.07.006). The city issues coastal development permits, except in Blue Lagoon, Lower Irvine Cove and Three Arch Bay, where the Coastal Commission does (city coastal zone document).
Demolishing a listed historic resource requires a coastal development permit, Heritage Committee review and a design review hearing, followed by a 90-day waiting period that can be extended to 180 days. Demolishing one without a permit can bring a five-year stay on new building permits and penalties up to $100,000 (LBMC 25.45.014). We check the property’s status before we schedule.
Construction is allowed 7:30 a.m. to 6 p.m. on weekdays, with no work on weekends or holidays. Laguna Beach County Water District serves most of the city and South Coast Water District serves South Laguna; the city runs the sewer system.
Site preparation in Laguna Beach
After demolition we remove foundations and hardscape, clear the lot and prepare it for your builder.
- Cal/OSHA on pool removals. When the pool shell comes out and the hole is 5 feet or deeper, it is an excavation under Cal/OSHA, and the contractor needs a Cal/OSHA Trench/Excavation permit, permit type T1 on the Cal/OSHA application, before anyone goes in (8 CCR 341, Cal/OSHA form 41-1). We pull a T1 project permit for the job and designate a competent person for each project, as the permit requires. Excavations 5 feet or deeper must be sloped, benched or shored unless they are entirely in stable rock (8 CCR 1541.1), and a competent person inspects the excavation daily and after every rain. We keep broken concrete and spoil at least 2 feet from the edge, provide a ladder or ramp within 25 feet of travel, barricade the open pit and keep crews out of standing water (8 CCR 1541), and we call DigAlert at least two working days before digging (CSLB). Breaking the shell with jackhammers falls under Cal/OSHA’s silica standard, so we use water at the point of impact or shrouded dust collection under a written exposure control plan (8 CCR 1532.3).
- Grading. Any project disturbing more than 20 cubic yards of soil needs a grading permit. Pool excavation and pool backfill under a valid building permit are exempt from the grading permit (LBMC 22.10.010), and steep cuts and fills need geologic and soils reports.
- Trees and native plants. Heritage trees need a permit to remove, and removing native vegetation in mapped habitat, open space or hillside areas needs design review approval (LBMC 12.06, LBMC 12.18).
- Streets. Materials may not be left on the street without the city engineer’s permission (LBMC 11.12), so bins and staging follow the approved staging plan.
- Brush clearance. We cut and haul brush and weeds for fire clearance at $1,775–$2,100 per acre.
On every Laguna Beach site we control dust under South Coast AQMD Rule 403: water on the work, no visible dust past the property line and track-out cleaned up daily. More on site preparation, concrete removal, grading and utility locating.
Abatement in Laguna Beach
Abatement means removing what makes a property unsafe, unpermitted or unusable. Owners usually call us after a city notice of violation, before a sale, or before a rebuild.
- Unpermitted additions and structures: enclosed patios, garage conversions, sheds and rooms built without permits, removed under a demolition permit so the property matches its approved plans again.
- Damaged and unsafe buildings: fire-, storm- or impact-damaged structures secured with board-up and fencing, then taken down.
- Rubbish and abandoned items: junk, debris piles, old appliances and leftover building materials loaded, hauled and recycled.
- Hazardous substances: under our CSLB HAZ certification we remove contaminated soil and abandoned fuel and holding tanks.
- Brush and old pools: weeds and brush cut for fire clearance, and unused pools removed by the method the city requires.

Asbestos abatement before demolition in Laguna Beach
About 78.2% of Laguna Beach homes were built in 1979 or earlier (SCAG housing data), the highest share of the coastal cities we serve, so we expect asbestos in ceilings, walls and flooring until a survey says otherwise. Our Laguna Beach work includes about 300 square feet of asbestos wall material removed from a garage ADU conversion, exposing the framing for the next phase, and asbestos acoustic ceilings from a Laguna Beach home.
In Laguna Beach homes and cottages we most often find asbestos in plaster and drywall walls, acoustic ceilings, flooring and transite.
Every job starts with a survey by an independent Certified Asbestos Consultant and accredited-lab results. You can hire the consultant directly, or we bring one in and include the fee in our estimate. When the survey finds asbestos, a separately licensed asbestos abatement contractor registered with Cal/OSHA (DOSH) removes it under subcontract to SoCal Removal, following Cal/OSHA’s asbestos standard (8 CCR 1529) and South Coast AQMD Rule 1403: the work area contained, the material kept wet, and the waste bagged, labeled and hauled under a manifest. An independent consultant can run clearance air samples before the area is reopened, and we schedule the demolition around that work.

Every demolition in the South Coast air district, including Laguna Beach, needs the asbestos survey and an AQMD notification 10 working days before work starts, even when no asbestos is found (Rule 1403). For lead, SoCal Removal is an EPA RRP lead-certified firm and removes lead-based paint, lead-glazed tile and coated components as part of renovation and demolition, using lead-safe work practices. When a project calls for lead abatement under California rules, that work is done by certified lead workers with the required controls, notifications and medical monitoring; our pollution coverage is listed on our qualifications page. See asbestos abatement, lead removal and testing prices.
Disaster recovery in Laguna Beach
Almost all of Laguna Beach, plus 16,000 acres of surrounding open space, is in a Very High Fire Hazard Severity Zone, in places reaching the coast. The 1993 Laguna Fire destroyed 441 buildings, according to the city (city vulnerability assessment). Landslides are the other recurring threat: in June 2005 the Bluebird Canyon slide forced 350 homes to evacuate and damaged or destroyed 15 (USGS). In September 2026 the city declared a local emergency after sand loss left six oceanfront homes on Ocean Way and Lagunita Drive yellow-tagged over compromised seawalls (FOX 11).
After a fire, flood, landslide or vehicle impact, we secure the property first with board-up and temporary fencing. Then we remove damaged materials and debris and, once the owner, insurer and city agree on the scope, demolish what can’t be saved and clear the site for the rebuild. After the 2023 Tustin hangar fire, our projects included asbestos debris cleanup at a home’s roof, gutters, fountains and yard.
Laguna Beach issues emergency coastal development permits through the Community Development Director; they are valid for 60 days, and a regular application is required before one expires (LBMC 25.07). After a disaster, inspectors may post a green Inspected, yellow Restricted Use or red Unsafe placard; only the building department can remove one, and a red placard is not a demolition order (Cal OES). Asbestos rules still apply after a disaster: South Coast AQMD requires an approved Procedure 5 plan before fire- or storm-damaged asbestos material is cleaned up, and when a government agency orders a dangerous building demolished, the notice is filed as an ordered demolition without the usual 10-working-day wait (AQMD Rule 1403 FAQ). State guidance treats ash and burned debris as potentially hazardous, so we keep loads damp or covered and haul them to permitted landfills (DTSC wildfire guidance).

Laguna Beach demolition and abatement questions
How much is the Laguna Beach demolition recycling deposit?
$1,000, refundable, plus a $55 administrative fee, unless the city’s franchise roll-off bins are used, which exempts the project from the deposit. The deposit comes back when the Green Halo report is approved within 60 days of the permit final.
Can demolition happen on weekends in Laguna Beach?
No. Construction is allowed 7:30 a.m. to 6 p.m. on weekdays only, with no work on weekends or holidays.
What if my Laguna Beach house is historic?
Demolishing a listed historic resource requires Heritage Committee review, a design review hearing and a 90- to 180-day waiting period. We check the property status before pricing.
Can demolition trucks use Laguna Beach’s restricted streets?
Several streets limit trucks over 3 or 5 tons, but deliveries to a permitted demolition or construction site are exempt. We still size trucks to the street and follow the approved staging plan.
Do I need a permit to remove trees before demolition in Laguna Beach?
For heritage trees, yes, and removing native vegetation in mapped habitat, open space or hillside areas needs design review. Other private trees are generally exempt; we check before clearing.
Do you handle fire-damaged homes in Laguna Beach?
Yes. We secure the property, remove ash and debris, have any asbestos material abated by our Cal/OSHA-registered subcontractor under the AQMD rules, and demolish what can’t be saved. Fire-damaged structure demolition runs $29–$35 per square foot with the slab left.
