Irvine Demolition, Abatement & Site Preparation

SoCal Removal works in Irvine on campuses, retail centers, industrial facilities and homes, from selective demolition inside occupied buildings to full structure removal. Irvine requires an approved waste management plan and a recycling deposit before any demolition permit, and many sites have tight access and work-hour rules. We plan the job around them.

Our work in Irvine

Irvine projects we have completed:

Demolition in Irvine

Irvine work is mostly commercial and institutional: campus buildings and modular structures, retail storefronts, office tenant improvements and industrial equipment. Much of it happens around people who keep working, so we plan after-hours shifts, phased work and protection for the areas that stay open.

Our crews work daylight hours, inside Irvine’s allowed construction hours. When a store, office or campus needs to stay open, we offer after-hours and phased work where the city allows it, as we did at RH Outlet Irvine.

What a demolition permit in Irvine requires

Demolition permits are issued by Building & Safety in Community Development, through the city’s online Irvine READY! portal. Proof of the South Coast AQMD demolition notification must be submitted before a permit is issued, along with the permit application and a Waste Management Bond (city demolition permit page).

  • An online Waste Management Plan must be approved before the permit is issued
  • The refundable recycling deposit is $1.00 per square foot, capped at $50,000 (city C&D ordinance)
  • Debris bins must come from the city’s approved hauler list
  • A final report with weight tickets releases the deposit

Pre-1980 homes that remove walls during remodeling must also show a Rule 1403 notification number (city remodel requirements).

Permits are filed through the city’s IrvineReady! online portal.

Permit rules on this page were checked against city sources in October 2026 and are re-checked every six months.

Utilities and HOAs in Irvine

Irvine Ranch Water District provides water and sewer, Southern California Edison provides power and SoCalGas provides gas. Each needs to confirm disconnection before a building comes down. Many Irvine properties also sit in homeowners associations with their own rules for staging, hours and approvals; we work those into the schedule.

Site preparation in Irvine

We remove slabs, paving and foundations, clear and rough grade sites, and arrange utility locating before anything is dug.

  • Pool removal. Irvine requires a building permit with plan check and planning approval. The site plan must state the future use, which decides whether the fill is certified as structural or non-structural. The city calls for 12-inch holes at the low point and every 6 feet, walls removed at least 24 inches below grade for a future building pad, and backfill in 1-foot lifts at 90% under a soils engineer, with a wet-stamped compaction report (Bulletin 217).
  • Cal/OSHA on pool removals. When the pool shell comes out and the hole is 5 feet or deeper, it is an excavation under Cal/OSHA, and the contractor needs a Cal/OSHA Trench/Excavation permit, permit type T1 on the Cal/OSHA application, before anyone goes in (8 CCR 341, Cal/OSHA form 41-1). We pull a T1 project permit for the job and designate a competent person for each project, as the permit requires. Excavations 5 feet or deeper must be sloped, benched or shored unless they are entirely in stable rock (8 CCR 1541.1), and a competent person inspects the excavation daily and after every rain. We keep broken concrete and spoil at least 2 feet from the edge, provide a ladder or ramp within 25 feet of travel, barricade the open pit and keep crews out of standing water (8 CCR 1541), and we call DigAlert at least two working days before digging (CSLB). Breaking the shell with jackhammers falls under Cal/OSHA’s silica standard, so we use water at the point of impact or shrouded dust collection under a written exposure control plan (8 CCR 1532.3).
  • Grading. A preliminary grading permit is needed for earthwork over 50 cubic yards, removing more than 3,000 square feet of pavement, removing an underground tank or stockpiling, and a precise grading permit is needed for any building pad (city grading permits). From October 1 to April 30, no clearing or brushing without desilting controls.
  • Street work. Construction or demolition work in the public right-of-way needs an encroachment permit. Work hours are 7 a.m. to 7 p.m. weekdays and 9 a.m. to 6 p.m. Saturdays on local streets, and 9 a.m. to 3 p.m. on arterials (encroachment conditions).
  • Trees. Significant trees, including eucalyptus windrows, need a permit to remove; trees in private residential yards are exempt (city tree permits).

On every Irvine site we control dust under South Coast AQMD Rule 403: water on the work, no visible dust past the property line and track-out cleaned up daily. More on site preparation, concrete removal, grading and utility locating.

Abatement in Irvine

Abatement means removing what makes a property unsafe, unpermitted or unusable. Owners usually call us after a city notice of violation, before a sale, or before a rebuild.

  • Unpermitted additions and structures: enclosed patios, garage conversions, sheds and rooms built without permits, removed under a demolition permit so the property matches its approved plans again.
  • Damaged and unsafe buildings: fire-, storm- or impact-damaged structures secured with board-up and fencing, then taken down.
  • Rubbish and abandoned items: junk, debris piles, old appliances and leftover building materials loaded, hauled and recycled.
  • Hazardous substances: under our CSLB HAZ certification we remove contaminated soil and abandoned fuel and holding tanks.
  • Brush and old pools: weeds and brush cut for fire clearance, and unused pools removed by the method the city requires.

Asbestos abatement before demolition in Irvine

Most Irvine housing is newer, but homes and commercial buildings from the 1960s and 1970s, and many campus buildings, still contain asbestos in ceilings, flooring, pipe insulation and roofing. For HVAC contractors, building owners and campus projects in Irvine, asbestos abatement is done by our Cal/OSHA-registered subcontractor ahead of our work, and after the 2023 Tustin hangar fire our projects included asbestos debris cleanup at a nearby home’s roof, gutters, fountains and yard.

In Irvine’s older homes and in commercial and campus buildings the abatement work most often covers acoustic ceilings, floor tile mastic, drywall joint compound, pipe and duct insulation, and transite flues.

Every job starts with a survey by an independent Certified Asbestos Consultant and accredited-lab results. You can hire the consultant directly, or we bring one in and include the fee in our estimate. When the survey finds asbestos, a separately licensed asbestos abatement contractor registered with Cal/OSHA (DOSH) removes it under subcontract to SoCal Removal, following Cal/OSHA’s asbestos standard (8 CCR 1529) and South Coast AQMD Rule 1403: the work area contained, the material kept wet, and the waste bagged, labeled and hauled under a manifest. An independent consultant can run clearance air samples before the area is reopened, and we schedule the demolition around that work.

Every demolition in the South Coast air district, including Irvine, needs the asbestos survey and an AQMD notification 10 working days before work starts, even when no asbestos is found (Rule 1403). For lead, SoCal Removal is an EPA RRP lead-certified firm and removes lead-based paint, lead-glazed tile and coated components as part of renovation and demolition, using lead-safe work practices. When a project calls for lead abatement under California rules, that work is done by certified lead workers with the required controls, notifications and medical monitoring; our pollution coverage is listed on our qualifications page. See asbestos abatement, lead removal and testing prices.

Disaster recovery in Irvine

Wildfire is Irvine’s largest disaster risk. State fire maps recommend 10,526 acres of the city as Very High fire hazard (OSFM 2025 maps). The Silverado Fire in October 2020 burned 12,466 acres and destroyed 5 structures (CAL FIRE), and at its peak about 70,000 Irvine residents were under evacuation orders (ABC7). In November 2023 debris from the Tustin hangar fire tested positive for asbestos and lead and triggered health warnings and closures in nearby communities (Rep. Young Kim).

After a fire, flood, landslide or vehicle impact, we secure the property first with board-up and temporary fencing. Then we remove damaged materials and debris and, once the owner, insurer and city agree on the scope, demolish what can’t be saved and clear the site for the rebuild. We did that work after the Tustin hangar fire and on a fire-damaged property in Anaheim.

After a disaster, inspectors may post a green Inspected, yellow Restricted Use or red Unsafe placard; only the building department can remove one, and a red placard is not a demolition order (Cal OES). Asbestos rules still apply after a disaster: South Coast AQMD requires an approved Procedure 5 plan before fire- or storm-damaged asbestos material is cleaned up, and when a government agency orders a dangerous building demolished, the notice is filed as an ordered demolition without the usual 10-working-day wait (AQMD Rule 1403 FAQ). State guidance treats ash and burned debris as potentially hazardous, so we keep loads damp or covered and haul them to permitted landfills (DTSC wildfire guidance). Homeowner policies often include debris-removal coverage on top of the dwelling limit, commonly an extra 5% of Coverage A, so ask your adjuster (California Department of Insurance).

Irvine demolition and abatement questions

How much is the Irvine demolition recycling deposit?

Irvine holds a refundable deposit of $1.00 per square foot, up to $50,000, and requires an approved Waste Management Plan before issuing the permit. The deposit is released when the final report and weight tickets are submitted.

Can you work inside an occupied building in Irvine?

Yes. At Irvine Valley College we connected three music rooms in 16 calendar days while the building stayed open, and at RH Outlet we cut and trenched slab after hours.

How soon can demolition start in Irvine?

Allow 10 working days for the AQMD notification, plus time for the waste plan, permit and utility disconnects. We send a proposed schedule with the written price.

What does Irvine require to remove a pool?

A building permit with plan check and planning approval. The site plan states the future use, which decides whether the fill is certified as structural; the city calls for drain holes every 6 feet, compacted backfill under a soils engineer and a wet-stamped compaction report.

Do I need a permit to remove trees before demolition in Irvine?

For significant trees, including eucalyptus windrows, and trees the zoning code requires on commercial sites, yes. Trees in private residential yards are exempt.

Can fire debris that contains asbestos be cleaned up?

Yes, by a Cal/OSHA-registered abatement contractor. After the 2023 Tustin hangar fire, our projects included asbestos debris removal from a home’s roof, gutters, fountains and yard. Damaged asbestos material needs an AQMD-approved Procedure 5 plan before cleanup.
