Beverly Hills Demolition, Abatement & Site Preparation

SoCal Removal handles demolition, abatement and site preparation in Beverly Hills, from houses coming down for a rebuild to commercial and apartment interiors. When asbestos turns up before demolition, a Cal/OSHA-registered abatement subcontractor removes it. Beverly Hills adds steps many cities don’t: asbestos abatement must be finished before the demolition permit issues, there is no Saturday work near homes, trucks in Trousdale Estates need a traffic management plan, and construction debris goes through the city’s own roll-off service. We plan for all of them before we price the work.

Our Los Angeles County work includes:

Demolition in Beverly Hills

Most of our Beverly Hills work is a house, guest house, pool or garage coming down so a new home can be built, plus interiors stripped in apartment and commercial buildings. The city regulates construction impacts closely, so the schedule, truck plan and neighbor protection are part of the price from the start.

Beverly Hills allows no permitted work between 6 p.m. and 8 a.m., no crews on site before 8 a.m., no Saturday work in or within 500 feet of a residential zone, and no work on Sundays or 12 listed holidays without an after-hours permit (BHMC 5-1-205). A residential demolition here is a weekday job.

What a demolition permit in Beverly Hills requires

The building official in the Community Development Department issues demolition permits. The city code requires (BHMC 9-1-107):

  • An asbestos inspection. If asbestos is found, it is abated under South Coast AQMD Rule 1403, and no demolition permit issues until the abatement completion certificate is submitted
  • A rodent inspection report
  • Written notice to all utilities, with SCE and SoCalGas disconnects and water service kept on at the site
  • The sewer capped at the property line and inspected
  • A separate permit to remove and fill basements or pools
  • A construction fence when the building official requires one, and a performance bond in some cases

Work must start within 180 days of issuance. Because abatement has to finish before the permit, we schedule the survey, the AQMD notification and the abatement first, so the demolition crew can start as soon as the permit is in hand.

Construction debris is held to CALGreen’s 65% diversion, so keep the weight tickets. Debris goes in the city’s roll-off service or is self-hauled by the permitted contractor, with no subcontracted hauling, and Athens Services is the city’s exclusive commercial hauler (city commercial waste rules). A bin in the street also needs a right-of-way use permit from Community Development (city roll-off bins).

Permit rules on this page were checked against city sources in October 2026 and are re-checked every six months.

Historic review, Trousdale Estates and tenants in Beverly Hills

For a building 45 years or older designed by an architect on the city’s master architect list, a notice of intent to demolish must be posted at least 30 days before the permit, and properties on the local historic inventory get a 30-day hold before any permits issue (BHMC historic preservation). We check the inventory and the architect before we set a start date.

In Trousdale Estates, a construction traffic management plan with haul routes, delivery times and parking is required before heavy trucks can reach the site (Trousdale construction rules). Those trucks may run only from 8:30 a.m. to 3:15 p.m., with 24-hour notice, an annual city inspection and decal, and a secondary braking system (Trousdale truck rules). Hillside demolition there is planned around smaller loads and more trips.

For tenant-occupied residential buildings, the replacement project must reach “ready to issue” status before tenants get a six-month notice to vacate, no pre-demolition permits for abatement, sewer caps or fencing issue while tenants remain, and the demolition and new construction permits issue together (city policy CD-002).

Site preparation in Beverly Hills

After demolition we remove foundations, slabs and paving, rough grade the lot and haul concrete and asphalt to recyclers.

  • Pool and basement removal. Each needs its own permit to remove and fill, separate from the building demolition permit, and we price the fill and compaction testing in.
  • Cal/OSHA on pool removals. When the pool shell comes out and the hole is 5 feet or deeper, it is an excavation under Cal/OSHA, and the contractor needs a Cal/OSHA Trench/Excavation permit before anyone goes in (8 CCR 341). We pull a project permit, designate a competent person who inspects the excavation daily and after rain, slope, bench or shore anything 5 feet or deeper (8 CCR 1541.1), keep spoil at least 2 feet from the edge and barricade the open pit (8 CCR 1541). We call DigAlert at least two working days before digging, and we break the shell with water at the point of impact or shrouded dust collection under Cal/OSHA’s silica standard (8 CCR 1532.3).
  • Trees. Only the city may prune or remove a street tree (city trees). On private lots, native trees of 24 inches or more in circumference and heritage trees of 48 inches or more between the house and the street, and trees in urban groves, need a removal permit (city tree FAQs).

On every Beverly Hills site we control dust under South Coast AQMD Rule 403: water on the work, no visible dust past the property line and track-out cleaned up daily. More on site preparation, concrete removal, grading and utility locating.

Abatement in Beverly Hills

Abatement means removing what makes a property unsafe, unpermitted or unusable. Owners usually call us after a city notice of violation, before a sale, or before a rebuild.

  • Unpermitted additions and structures: enclosed patios, garage conversions, sheds and rooms built without permits, removed under a demolition permit so the property matches its approved plans again.
  • Damaged and unsafe buildings: fire-, storm- or impact-damaged structures secured with board-up and fencing, then taken down.
  • Rubbish and abandoned items: junk, debris piles, old appliances and leftover building materials loaded, hauled and recycled.
  • Hazardous substances: under our CSLB HAZ certification we remove contaminated soil and abandoned fuel and holding tanks.
  • Brush and old pools: weeds and brush cut for fire clearance, and unused pools removed by the method the city requires.

Asbestos abatement before demolition in Beverly Hills

About 70.9% of Beverly Hills homes were built before 1970 (SCAG local profile). In older Beverly Hills houses the abatement work most often covers plaster and acoustic ceilings, floor tile and mastic, pipe and duct insulation, transite and vermiculite. Since the city will not issue a demolition permit until abatement is certified complete, abatement is the first item on our schedule.

Every job starts with a survey by an independent Certified Asbestos Consultant and accredited-lab results. You can hire the consultant directly, or we bring one in and include the fee in our estimate. When the survey finds asbestos, a separately licensed asbestos abatement contractor registered with Cal/OSHA (DOSH) removes it under subcontract to SoCal Removal, following Cal/OSHA’s asbestos standard (8 CCR 1529) and South Coast AQMD Rule 1403: the work area contained, the material kept wet, and the waste bagged, labeled and hauled under a manifest. An independent consultant can run clearance air samples before the area is reopened, and we schedule the demolition around that work.

Every demolition in the South Coast air district, including Beverly Hills, needs the asbestos survey and an AQMD notification 10 working days before work starts, even when no asbestos is found (Rule 1403). For lead, SoCal Removal is an EPA RRP lead-certified firm and removes lead-based paint, lead-glazed tile and coated components as part of renovation and demolition, using lead-safe work practices. When a project calls for lead abatement under California rules, that work is done by certified lead workers with the required controls, notifications and medical monitoring; our pollution coverage is listed on our qualifications page. See asbestos abatement, lead removal and testing prices.

Disaster recovery in Beverly Hills

Earthquake is Beverly Hills’ defining risk. State fault zone maps released in 2018 placed part of the Santa Monica fault zone under the business triangle, so new buildings and major renovations there need a geologic investigation (KFI News).

After a fire, flood, earthquake or vehicle impact, we secure the property first with board-up and temporary fencing. Then we remove damaged materials and debris and, once the owner, insurer and city agree on the scope, demolish what can’t be saved and clear the site for the rebuild. Our recovery work includes fire-damaged property abatement and cleanup in Boyle Heights and vehicle-impact storefront demolition and repair in Westminster.

Asbestos rules still apply after a disaster: South Coast AQMD requires an approved Procedure 5 plan before fire- or storm-damaged asbestos material is cleaned up, and when a government agency orders a dangerous building demolished, the notice is filed as an ordered demolition without the usual 10-working-day wait (AQMD Rule 1403 FAQ). Homeowner policies often include debris-removal coverage on top of the dwelling limit, commonly an extra 5% of Coverage A, so ask your adjuster (California Department of Insurance).

Beverly Hills demolition and abatement questions

Can the demolition permit be issued before asbestos abatement in Beverly Hills?

No. If the inspection finds asbestos, it has to be abated under Rule 1403 and the completion certificate submitted before the city issues the demolition permit.

Can demolition happen on Saturdays in Beverly Hills?

Not in or within 500 feet of a residential zone. Weekday work runs 8 a.m. to 6 p.m., and Sunday or holiday work needs an after-hours permit.

Who provides the dumpster for demolition in Beverly Hills?

The city’s roll-off service, or the permitted contractor hauling its own debris without subcontracting. A bin in the street also needs a right-of-way use permit.

What does Trousdale Estates require for demolition?

A construction traffic management plan before heavy trucks reach the site. Those trucks may run only from 8:30 a.m. to 3:15 p.m., with 24-hour notice and an annual city inspection.

Is a separate permit needed to remove a pool in Beverly Hills?

Yes. Removing and filling a pool or basement takes its own permit, separate from the building demolition permit.
