Anaheim Demolition, Abatement & Site Preparation

SoCal Removal works across Anaheim, from the Anaheim Colony and the older central neighborhoods to Anaheim Hills. For the City of Anaheim we removed about 10,500 square feet of structures from a former commercial and industrial property on Anaheim Boulevard, and we have cleaned up a fire-damaged property and removed its pool.

Our work in Anaheim

Anaheim projects we have completed:

Demolition in Anaheim

Anaheim work runs from commercial and industrial flex buildings in the flats to older homes in the central neighborhoods and hillside homes in Anaheim Hills. On public sites like the Anaheim Boulevard project, we document each stage from existing conditions through the cleared property.

Our crews work daylight hours, inside Anaheim’s 7 a.m. to 7 p.m. construction window. When a business or public site needs to stay open, we offer after-hours work where the Public Works Director or Building Official allows extended hours.

What a demolition permit in Anaheim requires

Demolition permits for houses, multi-unit buildings and commercial structures are issued by the Building Division of Planning & Building at 200 S. Anaheim Blvd. (when a permit is required). Demolition submittals need three plan sets at least 18 by 24 inches (city submittal requirements).

Any permit with more than 5 tons of construction and demolition debris needs a C&D Waste Diversion Application to Public Works before it is issued, and 65% of the debris must be diverted (city C&D program). With Republic Services, the city’s franchise hauler, no further reporting is needed. With another hauler, you keep every receipt and submit an updated form showing at least 65% diversion before final inspection, and the inspector won’t final until Public Works approves it (C&D information list). Self-hauling with company-owned trucks and crews is allowed under the second option, and a licensed contractor may haul debris from its own work with its own employees and equipment (AMC 10.10.030), which is how we usually work.

Buildings 50 or more years old can be classified as historic, so we check age and status before pricing.

Permit rules on this page were checked against city sources in October 2026 and are re-checked every six months.

Historic districts and utilities in Anaheim

Anaheim has four historic districts: the Anaheim Colony, Five Points, Historic Palm and Hoskins. The Colony, adopted in 1997 and bounded by North, South, East and West Streets, has more than 1,000 qualified structures, and the city’s inventory lists more than 1,400 properties. For a historic property, a demolition permit generally is not issued until a 60-day Notice of Intent to Demolish has been received and the period has passed, and Mills Act properties may not be demolished (city historic preservation FAQ).

Anaheim Public Utilities, which is city-owned, provides electricity and water; service stops need about five days’ notice at 714-765-3300 (city utilities). The city collects sewage and the Orange County Sanitation District treats it, and SoCalGas provides gas.

Site preparation in Anaheim

After demolition we remove slabs, foundations, basements and paving, backfill and rough grade the lot, and recycle concrete and asphalt.

  • Grading. No grading may be done without a permit from the City Engineer (AMC 17.04.050). Excavation below grade for basements, footings or pools under a building permit is excepted, but fill made from that material still needs a grading permit (AMC 17.04.060). In hillside areas, any grading with mechanical equipment needs a permit, and an approved grading plan is required for more than 100 cubic yards of cut or fill, work near property-line slopes or work inside utility easements (AMC 17.06).
  • Erosion control. On permitted grading, sediment controls must be in place at the end of each working day and over weekends when rain is forecast, inspected weekly and after any half-inch rain, with repairs started within 24 hours (city erosion control notes).
  • Pool removal. Pool demolition is covered by the city’s swimming pool and spa permit, which has a demolition option that includes capping the pool’s utilities, and excavated material may not be spread on the lot without city approval (pool and spa permit form). We confirm the backfill and compaction method at plan check.
  • Cal/OSHA on pool removals. When the pool shell comes out and the hole is 5 feet or deeper, it is an excavation under Cal/OSHA, and the contractor needs a Cal/OSHA Trench/Excavation permit, permit type T1 on the Cal/OSHA application, before anyone goes in (8 CCR 341, Cal/OSHA form 41-1). We pull a T1 project permit for the job and designate a competent person for each project, as the permit requires. Excavations 5 feet or deeper must be sloped, benched or shored unless they are entirely in stable rock (8 CCR 1541.1), and a competent person inspects the excavation daily and after every rain. We keep broken concrete and spoil at least 2 feet from the edge, provide a ladder or ramp within 25 feet of travel, barricade the open pit and keep crews out of standing water (8 CCR 1541), and we call DigAlert at least two working days before digging (CSLB). Breaking the shell with jackhammers falls under Cal/OSHA’s silica standard, so we use water at the point of impact or shrouded dust collection under a written exposure control plan (8 CCR 1532.3).
  • Street work. Obstructing the right-of-way needs a Public Works right-of-way construction permit, with $1 million in liability coverage naming the city, a deposit, an A license or a license for that scope, an Anaheim business license and 48 hours’ notice before work (permit application). SoCal Removal holds a Class A license.
  • Specimen trees in Anaheim Hills. In the Scenic Corridor overlay, removing a specimen oak, pepper or sycamore needs an administrative permit with an arborist report, and each one is replaced with one to three 36-inch box trees (AMC 18.18.040).
  • Hours and trucks. Construction is allowed from 7 a.m. to 7 p.m. (AMC 6.70.010), and trucks of 6,000 pounds or more must use truck routes except to load and unload (AMC 14.48).

On every Anaheim site we control dust under South Coast AQMD Rule 403: water on the work, no visible dust past the property line and track-out cleaned up daily. More on site preparation, concrete removal, grading and utility locating.

Abatement in Anaheim

Abatement means removing what makes a property unsafe, unpermitted or unusable. Owners usually call us after a city notice of violation, before a sale, or before a rebuild.

  • Unpermitted additions and structures: enclosed patios, garage conversions, sheds and rooms built without permits, removed under a demolition permit so the property matches its approved plans again.
  • Damaged and unsafe buildings: fire-, storm- or impact-damaged structures secured with board-up and fencing, then taken down.
  • Rubbish and abandoned items: junk, debris piles, old appliances and leftover building materials loaded, hauled and recycled.
  • Hazardous substances: under our CSLB HAZ certification we remove contaminated soil and abandoned fuel and holding tanks.
  • Brush and old pools: weeds and brush cut for fire clearance, and unused pools removed by the method the city requires.

Asbestos abatement before demolition in Anaheim

SCAG reports that 44.6% of Anaheim homes were built before 1970, and about another quarter in the 1970s (SCAG local profile). Nearby, after pre-demolition abatement by our registered subcontractor, we removed the food pantry building at Christ Cathedral in Garden Grove.

In older Anaheim homes the abatement work most often covers popcorn ceilings, floor tile and mastic, drywall joint compound and duct wrap. In commercial and industrial buildings, roofing, flooring adhesive and pipe insulation are common.

Every job starts with a survey by an independent Certified Asbestos Consultant and accredited-lab results. You can hire the consultant directly, or we bring one in and include the fee in our estimate. When the survey finds asbestos, a separately licensed asbestos abatement contractor registered with Cal/OSHA (DOSH) removes it under subcontract to SoCal Removal, following Cal/OSHA’s asbestos standard (8 CCR 1529) and South Coast AQMD Rule 1403: the work area contained, the material kept wet, and the waste bagged, labeled and hauled under a manifest. An independent consultant can run clearance air samples before the area is reopened, and we schedule the demolition around that work.

Illustration. Cal/OSHA Class I work: friable material such as popcorn ceiling texture, pipe insulation and fireproofing, removed inside full containment. On our projects, asbestos abatement is performed by a Cal/OSHA-registered subcontractor.

Every demolition in the South Coast air district, including Anaheim, needs the asbestos survey and an AQMD notification 10 working days before work starts, even when no asbestos is found (Rule 1403). For lead, SoCal Removal is an EPA RRP lead-certified firm and removes lead-based paint, lead-glazed tile and coated components as part of renovation and demolition, using lead-safe work practices. When a project calls for lead abatement under California rules, that work is done by certified lead workers with the required controls, notifications and medical monitoring; our pollution coverage is listed on our qualifications page. See asbestos abatement, lead removal and testing prices.

Disaster recovery in Anaheim

Wildfire is the main risk in eastern Anaheim and Anaheim Hills. State fire maps recommend 5,904 acres of the city as Very High fire hazard (OSFM 2025 maps). The November 2008 Freeway Complex Fire burned 30,305 acres and destroyed 361 structures (CAL FIRE), and Canyon Fire 2 in October 2017 burned 9,217 acres, destroying 25 structures and damaging 55 (CAL FIRE). The 1993 Santiago Landslide in east Anaheim led to the Santiago Geologic Hazard Abatement District, which now covers 305 properties (Santiago GHAD). And the 1938 Santa Ana River flood inundated parts of Anaheim, Santa Ana and Garden Grove (OC Public Works).

After a fire, flood, earthquake or vehicle impact, we secure the property first with board-up and temporary fencing. Then we remove damaged materials and debris and, once the owner, insurer and city agree on the scope, demolish what can’t be saved and clear the site for the rebuild. In Anaheim we cleaned up a fire-damaged property and removed its pool.

Move quickly on permits after a loss. Anaheim treats a building boarded up for more than three consecutive days without a demolition or building permit on file as a public nuisance, along with buildings left open, damaged structures that attract trespassers and rubble left more than three days (AMC 6.44.010). We can board up, fence and pull the demolition permit together. After a disaster, inspectors may post a green Inspected, yellow Restricted Use or red Unsafe placard; only the building department can remove one, and a red placard is not a demolition order (Cal OES). Asbestos rules still apply after a disaster: South Coast AQMD requires an approved Procedure 5 plan before fire- or storm-damaged asbestos material is cleaned up, and when a government agency orders a dangerous building demolished, the notice is filed as an ordered demolition without the usual 10-working-day wait (AQMD Rule 1403 FAQ). State guidance treats ash and burned debris as potentially hazardous, so we keep loads damp or covered and haul them to permitted landfills (DTSC wildfire guidance). Homeowner policies often include debris-removal coverage on top of the dwelling limit, commonly an extra 5% of Coverage A, so ask your adjuster (California Department of Insurance).

Anaheim demolition and abatement questions

How long does a historic demolition take in Anaheim?

For a historic property, the city generally won’t issue a demolition permit until a 60-day Notice of Intent to Demolish has run. Mills Act properties may not be demolished.

Do I have to use Republic Services for demolition debris in Anaheim?

No. With Republic, no further recycling reporting is needed. With another hauler, you submit receipts showing at least 65% diversion before final inspection. A licensed contractor may also haul debris from its own work with its own equipment.

What happens if a fire-damaged building stays boarded up in Anaheim?

After more than three consecutive days boarded up without a demolition or building permit on file, the city treats it as a public nuisance. We can board up, fence and file for the demolition permit together.

Can I remove oak trees on an Anaheim Hills lot?

In the Scenic Corridor overlay, specimen oaks, peppers and sycamores need an administrative permit with an arborist report, and each removed tree is replaced with one to three 36-inch box trees.
